Muar is among one of the 10 district in the Federal State of Johor, which covers 33, 466 acre @ 135, 355 ha, which covers 11 sub-districts, namely Bandar sub-district of Jalan Bakri, Parit Bakar, Bukit Kepong, Sungai Raya / Sungai Terap, Parit Jawa, Sri Menanti, Sungai Balang, Jorak, Air Hitam and Lenga. 

Before the District of Ledang is fully declared as a District on 09 June 2008, Muar District having 18 sub-districts, including Tangkak, Serom, Kesang, Grisek, Bukitl Serampang and Kundang are now been included in the District of Ledang  bordering with the river of Muar.

Bandar Maharani is the Centre of Administration for the District  where all Federal Agencies/State plan its development operations, in addition to its unique and strategic position at the mouth of Sungai Muar opposite the Strait of Malacca. Now with the development such as IKBN, PDRM Technical College, MRSM and also the rapid development of housing boost the development of Muar District.

Muar district is also considered one of the oldest districts in the state of Johor, is full of historical relics began with the establishment of the Malay sultanate of Malacca until the era of modernization of Sultan Abu Bakar. The effects of such historical Tomb of Sultan Alauddin Shah Mahmud and Kota Buruk in pagoh, the Tomb of ‘Panglima Lidah Hitam’ in Parit Sakai, the Legendary ‘Lembing Awang Pulang Ke Dayang’ in Parit Raja, Bentayan fortress near the riverbanks of Bentayan, in addition to the old building built in the era of 1900.  Amongst them are Sultan Abu Bakar Building, built in 1917, High Court Building, Muar High School, Sultan Abu Bakar Mosque, Post Office, Telecom Building and a Palace used as stop over or resting by the Sultan of Johor.

Muar district is also famous for its foods, namely some of the noodles known as Mee Bandung Muar, Mee Rebus, Satay, Spicy Asam Pedas and so on. On the economic aspect, the furniture industry is a major contributor to the economy in this area in addition to the agricultural sector, such as oil palm and activities in marine catch as fish, shellfish, crabs and snails are mostly done in groups because this area have a fairly extensive marine waters. In tourism sector, Muar have some place suitable for the tourism activities such as Marina Pier in Tanjung Emas, Burung Botak Inn, Leka Parit Jawa Beach, Hot Spring and other historical places.

By combining all of the above factors, the Land Office of Muar is the main contributor to the development of infrastructure and having generated much revenue to Johor State Government.

CUSTOMER CHARTER
MUAR LAND OFFICE

1.     We promise to provide efficient and effective service, in addition to implementing the law, according to the time frame as follows:

2.     To ensure that all basic facilities for all customers are always in good order.

3.     The issuance of Titles (District Titles) and Temporary Title ( Registration of Title) will be issued within six weeks after the payment of premium have been received.

4.     Permanent Titles and the Extension of Permanent Titles (District) will be issued within 2 weeks from the date upon receiving of the document from the Survey Office.  

5.     The Temporary Extension of Titles (District) will be issued within 2 months after the application was received.

6.     The result on the Report of the status of land (Primary Form) will be given within 1 day.

7.     The application for Government Land / The Extension of Lease / Temporary Occupation Licence (TOL) will be recommended to the Government within 12 months from the date the application is filed. (Subject to a number of applications).

8.     The 5A notice for the pocket land will be issued within 2 weeks after obtaining approval from the government and within 4 weeks for common ground.

9.     A complete application for Land Acquisition process will be completed within the period of 6 months to 12 months.

10.  Application for donated lands / Reserved, breaking and dividing of lands, extraditable and refresh grant (SBKS) / Sub Division / Sub Division of Border / adjoining of land will be resolved within the period of 6 months.

 

CUSTOMER CHARTER
DEPARTMENT OF ADMINISTRATION AND FINANCE
MUAR LAND OFFICE

1.     Ensure that all letters received had been distributed to all divisions concerned on the same day, after it is signed by the Land Administrator.

2.     Ensure the vehicles maintenance department and photocopy machine are according to the schedule which has been fixed.

3.     Ensure that incomings phone calls to be answered before the third (3) ringing.

4.     Ensure that the meeting agenda should be distributed three days before the meeting and the minutes of meeting should be distributed within 7 working days after the meeting.

5.     Ensuring the management of housing loans, computer and vehicle forwarded to the State Treasury Office within 14 days (provided that the relevant documents have been completed).

6.     To ensure the process validation certificate of appointment, confirmation of appointment, extension of the probationary period, entry of salaries, transfer, disposal /resignation,  acting, work responsibility, the application for exemption of induction courses, examinations and admission to pension within 14 days.

7.     Ensure that all officers and employees attended courses to improve the efficiency, skill and productivity of at least 5 days in a year.

8.     Ensure that all documents regarding prospective of retirees have been processed within the 3 months before reaching retirement age.

9.     Ensure all claims and allowances of officers and staffs are processed for payment within 7 days (after 10 days of each month). The bills for claim are processed within 14 days from the date it is received.

10.  Ensuring reconciliation statement is submitted to the Treasurer of State within 14 days of the following month.

11.  To ensure the profile of service of officials and staffs is updated on monthly basis.

REVENUE DIVISION
MUAR LAND OFFICE

1.     We promise to provide quality, fair and user friendly.

2.     We promise that all tax payments at the counter will be completed within 10 minutes in the current system state.

3.     We promised all tax payments by mail will be accounted for within 7 business days.

4.     We promise that all tax payments at the counter will be given a reply within 30 minutes and payment by mail will be answered within 10 working days.

5.     We promise to issue the trust fund voucher within 30 days after receiving a complete application.

6.     We promise that all dealings regarding issuance of permit for stone materials will be ready within 3 working days.

7.     We promise to treat fairly all complaints and suggestions to improve our service.

ENFORCEMENT DIVISION
MUAR LAND OFFICE

1.     Preparation of reports on letters of complaints from the public within 7 days from the date the complaint.

2.     To ensure that every complaint is investigated, it will be completed within 1 month.

3.     The Show-border complaints to be resolved within 7 working days.

4.     The application for rights of way (in road traffic) will be processed within three months from the date of application for registration.

5.     Giving the notice warning of 21 days prior to the effective action 425 KTN is taken.

MUAR LAND OFFICE

1.     DEVELOPMENT

2.     Ensuring that the Development Plan and earthworks is completed within 2 weeks.

3.     Ensure that planning permission plans is reported in the last 2 weeks.

4.     To ensure that all SBKS files BKS is reported within 2 months.

5.     To ensure the report for application to change the terms of the building / industrial is finalized within 2 months.

6.     Reserved files/ submission is reported within 2 months.

7.     The Files of Land Acquisition should be completed within 1 month.

DISPOSAL

1.     The awards file should be reported within the period of two months.

2.     The TOL files to be reported within the period of two months.

3.     The Temporary Ownership Plan to be prepared within 2 weeks.

4.     The plan for PU should be prepared within 1 month.

5.     The settlement Plan will be completed within 2 months.

6.     Sales plans should be done within 3 working days.

1.     Building Plan / Lelaut, Donation Submission, Reservation, GSA (Regrouping of Land) and Land Acquisition.

2.     Ground reporting period will be sent to the Agency acquisition is subject to the plot of land involved as follows:
-        Less than 10 plots - 1 month
-        10 until 50 plots - 2 months
-        More than 50 plots - 3 months

3.     The process of gazetting of the land will be sent to PTG Johor within 14 days upon receipt of the land report.

4.     The administration will send a letter to get a valuation of the compensation which will be sent to JPPH within 7 days after receiving the news print from the National Printing Office.

5.     Soil investigations to determine the compensation will be carried out within 30 days after receiving the evaluation report of the Department of Property Valuation Muar District.

6.     Compensation order (Form G &H) will be issued within 14 days from the date of the soil investigation.

7.     The letter for receiving compensation check will be issued to the landlord within 7 days after receiving the payment from the department that made the decisions.

8.     Objection Form N (Referral Land) will be sent to the Office of the State Legal Adviser for the purposes of the reviewing within 14 days from the date of receipt of Form N.

9.     Form N (Referral Land) will be registered with the High Court within 3 months from the date of referral received from the Office of the Legal Adviser Johor.

10.  Form K will be registered within 14 days upon receipt of the compensation payment checks from the Recruitment Agency.

11.  The Letters requesting for waiver of fees for the purposes of Measure (PU) will be sent to PM Johor within 7 days from the date of registration of Form K.

We Promise to provide efficient and effective as promised by the following:

1.     Land Status Report (Primary Form) will have a decision within 1 day.

2.     Government Land Application / Continuation of Lease / Temporary Occupation Licence (TOL) will be recommended to the Government within 12 months from the date the application is filed. (Subject to a number of applications)

3.     The 5A notice will be issued within 2 weeks after obtaining approval from the government was received for the pocket land and within 4 weeks for common ground.

4.     Each application of Public Land will be interviewed within 6 months after the date of announcement.

5.     Recommendations to the government will be made within 6 months after the interview.

6.     APPLICATION OF POCKET LAND
i. All applications will be rejected or processed within 2 weeks.
ii. Each application will be recommended to the Government within 6 months from the date of application.
iii. The 5A Claim Notice will be issued within 2 weeks after receiving the decision.

B. APPLICATION OF COMMON LAND
i.   Each application will be interviewed within 6 months after the announcement.
ii.  Recommendation to the government will be made within 6 months after the  interview.
iii. The 5A Claim Notice will be issued within 3 months after the approval is received.

C. APPLICATION FOR TEMPORARY OCCUPANCY LICENCE (LPS)
i. Each LPS application may be rejected or processed within 2 weeks.
ii. Each LPS application that has been processed will be recommended to the Government within 6 months from the date of application.
iii. Licences will be issued within 2 weeks after approval is received.

REGISTRATION DIVISION
MUAR LAND OFFICE

 

1.     The Registration instrument of transactions and non-transactions:-
1)     Government Loan - 1 week
2)     Normal - 4 weeks
1.3)     Strata - 4 weeks
1.4)     The projects contained 200 titles or less - 8 weeks

2.     The Registration instrument barriers of transaction / Notes:-
1)  The registration to enter and withdrawal of caveat can be made within 3 working days from the date of presentation.

3.     Registration of Title:-
1)   The registration of new temporary individual titles can be made within 7 working days from the date of receipt by the Land Office.
2)  The application of new temporary titles for the BKS Project /privatization/government agencies will be registered within the stipulated period  :-
3.2.1)     2 weeks of receipt of 200 titles or less
3.2.2  4 weeks from the date of receipt of 200-2000 title
3.2.3)     6 weeks from the date of receipt of over 2000 titles
3.3)    Application for Subdivision of Building and full issuance of Strata titles will be approved within two weeks from the date of receipt of the Land Office.
3.4)    Strata for every 100 plots will be registered within two weeks from the date of receipt of the Survey Department and the information to be completed by the landlord. (Distribution plan for Bumiputra Unit and name of the Management Corporation) 
3.5)     The temporary extension of Title will be registered from the date of receipt is as follows: -
3.5.1)     due to missing of titles - 6 months
3.5.2)     due to damage of titles - 6 months
3.6)     The  Extension of  Permanent Title will be registered from the date of receipt are as follows: -
3.6.1)     due to missing of title - 6 months
3.6.2)     due to damage of title - 6 months
3.7)     The registration of Permanent Title will be registered from the date of receipt of Form 5B / 5C from the Survey Department as follows:-
3.7.1)    for individual - 2 weeks
3.7.2)    for project contained of 300 titles and less - 2 months

 

4.     Application for Transfer of Ownership / Leasing / Mortgage Land (Loose Restriction of land interest):-
1)     Between all races (not same race) by the Chief Minister of Johor - 1 until 3   months
2)     Same race by the Director of PTG (Land and Mines) Johor - 2 until 3 weeks
4.3)     House/ Low Cost Shop/ Medium Low Cost - 2 until 3 weeks by Director/Deputy Land    Administrator.

5.     Application for Acquisition of Property by foreign entity:

         Applicants will obtain the result of their application within 2 to 3 weeks from the date of application.

 

6.     Application for Valid Copy of Title and Instrument:-
1)     Application for a valid copy of computerized titles to be completed within 3 working days from the date of application.
2)     Application of a valid copy of instrument which was bound to be completed within two weeks from the date of application

7.     Application for Personal Search and Official Search :-
1)      Private Search  Application of Titles can be obtained immediately at the Search

          Counter 
7.2)   Official Search Application of Titles will be available within 2 working days upon

          receipts of request
7.3)    Application for Private Search Title / Official Search by the departments and

           government agencies will be completed within 7 working days from the date of application.

Among the Land Administrator objectives are as follows:-

1.     To determine that the management and maintenance of land are efficient, well organized and efficient and it is inline compliance with the existing laws and regulations, either the law of land or other relevant laws

2.     Specifies that people get the services of a very satisfactory land administration

3.     To determine that the planning of land use can be structured effectively in line with the rapid developments now taking place in the industrial, trade and tourism.

 

 

 

 

FUNCTIONS
MUAR LAND OFFICE

Among the functions of the land office are as follows:-

1.     Planning to develop and land use for agriculture, housing, business enterprise and others in line with current economic developments.

2.     Provide information about the use and ownership of land.

3.     Managing the investiture process and land development as well as transactions such as mortgage, title, lease and process the non-transaction such as a caveat, change of terms, the reservation of an order of the Court and other matters.

4.     Controlling and planning of revenue through land tax, a temporary occupation license, permit on rock materials, fine imposed on premium, transaction and non-transaction, etc.

5.     Implementing and enforcing the rules of law of the land based on the existing legislation.
